In 2026, the Nebraska State Bar Association (NSBA) convened a series of Rural Listening Sessions to better understand the challenges facing lawyers, courts, and communities in rural Nebraska due to a declining lawyer population. These sessions were designed to gather practitioner‑level insights into the declining rural lawyer population and to discuss potential strategies for increasing access to legal services in rural Nebraska. Sessions were held in Nebraska City, Broken Bow, Hastings, Kearney, Norfolk, North Platte, O’Neill, South Sioux City, Beatrice, Columbus and Scottsbluff. Approximately 150 lawyers and judges participated in the listening sessions. This report summarizes the feedback that was provided and the NSBA's recommendations on addressing the challenges created by the declining rural lawyer population.
